HARA and LILLIAN K. MURAKAMI at Waiakea Homesteads, South Hilo, Hawaii, TMK: 2-4-10:31. Bill 255 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the District Classification from Single Family Residential - 15,000 square feet (RS-15) to Single Family Residential - 10,000 square feet (RS-10) at Waiakea, South Hilo, Hawaii. Communication 1042 reports that the IIawai`i County Planning Commission, as required by Chapter 4, Sec. 6-4.3(C), Hawaii County Charter, considered the above request on February 1, 2008. The Commission concurred with the Planning Director's reasons for recommending a favorable consideration of this matter. Communication No. 1042 transmits the following findings and recommendations: 1. The subject property is located on the west side of Kehaulani Street, approximately 470 feet north of the Kehaulani Street and West Kawailani Street intersection, Waiakea Homesteads, South Hilo, Hawaii 2. Applicants are requesting a change of zone from Single Family Residential - 15,000 square feet (RS-15) to a Single Family Residential - 10,000 square feet (RS-10) zoned district for a parcel of land consisting of approximately 22,200 square feet. 3. Applicant intends to subdivide the property into two lots. One lot, approximately 10,119 square feet in size, will retain the existing single-family dwelling, and the second lot, consisting of approximately 12,021 square feet, a new single-family dwelling will be constructed. 4. The cost of the project is estimated to be $200,000. 5. Access to the site is from Kehaulani Street, a County owned and maintained roadway with a 16-foot paved roadway within a 40-foot right-of-way. 6. County water is available from a 6-inch waterline along Kehaulani Street. PC Repor[ No. 77 Communication 1042 Bill 255 Page 2 of 3 7. Electricity and telephone services are available to the site, with fire service located within approximately 0.5 mile and the nearest police station located approximately 2.5 miles from the property. 8. The Planning Director recommended favorably on this request based on the following: • The change of zone request conforms to the goals, policies and standards of the General Plan Economic and Land Use elements. • The Land Use Pattern Allocation Guide (LUPAG) Map designates this area as Low Density Urban, which reflects uses Single-Pami]y Residential in character. • The change of zone request is not contrary to Chapter 205A, Hawaii Revised Statutes relating to Coastal Zone Management as the subject property is located more than two miles from the shoreline and will not be impacted by coastal hazard and beach erosion. There is no record of a designated public access to the shoreline or mountain areas that traverses the property and it is not anticipated that the proposed request will have any adverse impact on cultural or historical resources in the area. • One of the conditions included in the change of zone ordinance prohibits a second dwelling (`Ghana) unit and a Condominium Property Regime on each lot. Therefore, the proposed rezoning does not increase the potential number of houses, but gives applicants the option of subdividing the property into two lots. At the March 24, 200$ Planning Committee meeting, applicant's Planning Consultant Brian Nishimura presented a brief summary of applicant's proposal, explaining the change of zone request was to enable applicants to subdivide the property into two lots and allow construction of another single-Family dwelling on the second lot for Mrs. Murakami's daughter. Council Member Jacobson made note of the Condition that restricts construction of a second dwelling or Condominium Property Regime on each lot, and expressed support of the change of zone. Your Committee concurs with the Planning Commission and the Planning Director's favorable recommendation for approval of the change of zone request.
