Your Committee on Planning, to which was referred Communication 1091, reports as follows:
Communication 1091 from Mayor Harry Kim, dated March 11, 2008 nominates Ms. Charlene
Hart of Council District 6 to serve on the County of Hawaii Board of Appeals.
Ms. Hart is a 45-year resident of Hawaii and presently works as a Community Coordinator for
the Department of Education's Hilo Community School for Adults. Ms. Hart served on the
Board of Directors for the Hawaiian Shores Community Association, Bay Clinic, Ka`u
Community Development Corporation, and the Ka`u Learning Center.
Ms. Hart states that she is not affiliated with any political party and, if confirmed, she will serve
a term to expire on December 31, 2012, replacing Ms. Diane Gentry, whose term expired on
December 31, 2007.
Pursuant to Section 13-4, Hawaii County Charter, the Hawaii County Board of Appeals shall
consist of members appointed by the Mayor and confirmed by Council.
At the March 24, 2008 Planning Committee meeting, Council Members Naeole and Jacobson
expressed appreciation for Ms. Hart's dedication and community service in Hawaii County and
stated their full support. Ms. Hart stated that although she is currently in the field of education,
she felt her background in engineering, community service and self motivation prepares her in
making the commitment to serve on the Hawaii County Board of Appeals.

Your Committee on Planning recommends the confirmation of Ms. Charlene Hart to the County
of Hawaii Board of Appeals. It was noted that Ms. Hart's appearance before the Council would
be waived.
