Your Committee on Finance, to which was referred Bill No. 267, reports as follows:
Bill No. 267, transmitted by Director of Finance William Takaba, via Communication No. 1086,
dated March 10, 2008, amends Ordinance No. 07-83, as amended, the Capital Budget, ending
June 30, 2008, by adding the following project:
ENVIRONMENTAL MANAGEMENT:
Queen Lili`uokalani Village 110.599.5590.32 $400,000
Large Capacity Cesspool
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund - $400,000
Fund Balance and/or Other Sources
Additional funding is requested to install a portion of the Queen Lili`uokalani Village on-site
sewer collection system along Palani Road. The installation will be performed in conjunction
with the Palani Road Safety Improvements Project that is currently underway by the Department
of Public Works. This project should eliminate future traffic disruption and public safety issues
at the Polioholo intersection. The additional funding brings the total appropriation for this
project from $900,000 to $1,300,000.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 267, and
recommends it pass first reading.
