Re: Resolution for a multi-year contract
Enclosed is a resolution authorizing payment of funds for a later year and of more than one
fiscal year for a multi-year contract for the operation of the West Hawaii Compost &
Biodiesel Facility. The County is in the construction phase for the Materials Recovery
Facility infrastructure for West Hawaii at the Pu'uanahulu Landfill. The Compost &
Biodiesel operation will divert organic materials from the County transfer stations and
landfills and provide valuable products such as compost and mulch for local consumers and
make available to the County alternative fuel in the form of biodiesel. The County finds it in
its best interest to contract for private services of a contractor to operate the West Hawaii
Compost and Biodiesel Facility with a ten-year agreement, with one (1) 12 month option to
extend contracted services.

A. REQUEST:
Resolution authorizing the payment of funds of a later fiscal year and of more than one fiscal year for a multi-
year contract for operation of the West Hawaii Compost & Biodiesel Facility.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Through research of the industry, we have determined that a 10-year contract will provide the best
opportunity for cost-effective operations of a Compost & Biodiesel Facility.
