Re: Capital Budget
Enclosed is a bill for an ordinance adding the Halawa Cemetery Road Repaving & Access Trails
Improvement Project for $40,000 to this fiscal year's Capital Budget. The Halawa cemetery
plays an integral part in the lives and history of the people of North Kohala. The community has
requested that the trails and path leading to the cemetery be rebuilt and cleaned. On
March 25, 2008, the County Council adopted Resolution No. 568-08 which transferred $40,000
from the Clerk-Council Services Contingency Relief account to the General Fund's Transfer to
the Capital Projects Fund account. These funds, from Council District 9, will be used for an one
time paving of the Halawa Cemetery Road and improvement of the access trails.
Since the monies have already been approved for transfer to the Capital Projects Fund, the
Department of Public Works is requesting a waiver from the Finance Committee and to have this
bill heard at the next Council meeting scheduled for May 7, 2008.

A. REQUEST:
Amend Ordinance 07-83, the Capital Budget to add an appropriation for:
Halawa Cemetery Road Repaving & Access Trails Improvement $ 40,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution 568-08, approved by the Council, authorizes funding from Clerk Council SVC-
Contingency Relief to the Department of Public Works Transfer to Capital Projects $40,000.00
for a one time repaving of the Halawa Cemetery Road and improvement of the access trails.
This is a one time project only and the County is not required to perform maintenance in the
future on a continuing basis as the County has no obligation per the DLNR report.
The Department of Public Works requests the funds to be appropriated in the Capital Projects
Fund.
Since Resolution 568-08 has been approved by the Council to transfer funds to the Capital
Project Fund, the Department of Public Works would like to request a waiver from the Finance
Committee and have this bill heard at the Council meeting scheduled for may 7, 2008.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
