HomeMy WebLinkAboutCOM 1062.024 2006-2008 1© As previously discussed, Kamehameha Environmental LLC proposes to supply to the County of Hawaii the complete turn key, Design / Build / Operation / Financing of a 360,000 tonne per annum Municipal Solid Waste treatment facility using our Herhof Stabilat technology, along with a 29 Megawatt (Electrical) Power Plant to be fueled with the clean fuel Stabilat produced at the Herhof waste treatment facility. The clean power plant will also produce heat which can be utilized in other industrial applications. The Herhof waste treatment facility will biologically treat the waste, and then mechanically separate the material in three stages. These will be, firstly processing(removal of harmful substances and extraneous matter), secondly stabilization of material(through biological treatment), and thirdly separation of inert materials where different materials such as minerals (stones, glass, ceramics) and metals (ferrous and non-ferrous) are removed. Some materials such as glass are separated with optical sensors into different colors. Through the separation of these materials we will eliminate a large percentage of emissions, and we will recover valuable materials for local use such as glass which may be re-processed in Hawaii and could lead to other economic spin-offs locally. After these materials have been removed, we process the remaining material into clean Stabilat fuel either loose or palletized form. This fuel will then fed into the power plant to produce 29 Megawatts of clean power. We can deliver and finance these facilities as discussed , as long as the following criteria are met: 1. Minimum Tipping Fee Same as County receives now Review and analysis of County waste composition data Employ current landfill workers in new facilities 2. Construct new facilities next to existing landfill Receive permission to mine old landfill as needed to keep up with minimum tonnages, this will help save the Aina. 3. Receive contract to sell power into the grid at a minimum $0.13 per Kilowatt hour 4. Receive 20 year contracts from the County and power Company for both the waste treatment and power Production facilities. 5. Let Hawaii be the front runner in environmental management. I hope this letter will help in the understanding of a complete MSW System with long term feasibility.
