I have read the news articles in the West Hawaii Today in efforts to create a police oversight
and complaints office. I am in favor of this bill to pass. I, and some others were not aware that
the police commissions department was in fact handled internally. My concern is complaints
will sit there without being addressed or in fact never addressed at all, and last but maybe most
truthful is they will not investigate and address the concerns and issues with honesty and fairness.
We are most concerned because we have a recent case of an arrest by a police officer using
excessive force by putting the victim in a headlock position and battery when he sprayed the
victim at point blank range directly in both eyes. This officer also pulled his tazer out upon
some people that were backing away from him and not aggressing upon him as he so states in
his report.
Please respond back on how as individuals or a group in the community may assist in your efforts
to have this bill passed.
