RE: Opposition to the Waste-to-Energy Proposal

The members of the Hawaiian Acres Community Association council submit this letter to voice our opposition
to the current wasto-to-energy (WTE) proposal being considered for the Canty of Hawau's solid waste
management. We would like to cite the reports published by the Kobala Center to support our position.
The Kohala Cuter report tided "Analysis and Recommendation for the Hawai'i County Energy Sm uifivibility
Plan" dated Oct 3, 2007 slated the following:
"Recommendation 5.9: nm County should not pursue the establishment of a gy facility due to the
low levels of waste, the possibility of diverting recyclable material to such a plats, the finctigating nature of the
Hawai'i bland waste stream, the inability of wastiko ne+gy plants to respond to advancements in techadogy,
and the high capital costs associated with construction and operation."
Another study, titled "Wage Management on die Big Island: Mapping a vision for an economically and
ecologically sustainable Hawai't" dated Nov 2006, identified numerous problems with the WTE option and
concluded that a WTE facility was not the appropriate remedy for Hawaii County's solid waste management
issues. The study identified risks associated with relying "on a smgle, capital-intensive and mechanically.
complex facility for the proomaing of the caure waste stream." The study funkier stated that ft -Procurement
of a small capacity incinerator for East Hawai'i risks locking up both the waste stream and the financial stream
and may leave little or no room The creative and innovative diversion programs.-
We agree with the conclusions reached by the Kd ala Center in their comprehensive reports referenced above.
We encourage the leaders of Hawaii County to reject the WTE option as Hawaii County's solid wade
management solution. We endorse alternatives involving the practice of reduce, reuse and recycling.
