TO: Hawaii County Council
SUBJECT: Support of the County's Waste-to-Energy Proposal with Wheelabrator
Technologies, Inc. (Resolution 551-08)
The Board of Directors of the Kona-Kohala Chamber of Commerce urges the County Council to
support this resolution so this important research effort can continue to move forward. The
Kona-Kohala Chamber of Commerce (KKCC) represents nearly 700 business members and is
the leading business advocacy organization on the west side of Hawaii Island. The KKCC also
actively works to enhance the environment, unique lifestyle and quality of life in West Hawaii.
Approval by the Council of Resolution 551-08 would provide a six month window of time to
refine capital costs and complete HELCO negotiations, followed by a three month
environmental analysis period. We understand this work would be done exclusively at
Wheelabrator's cost. If the County is not satisfied with the results of any portion of this work,
they may cancel the contract and not be liable for any expenses incurred.
The clear public benefit of Resolution 551-08 is to provide a nine month period to conduct
necessary research, assure public input and allow for careful scrutiny as concerns are
identified and addressed.
We understand that among the alternatives to a waste-to-energy facility is a new East Hawaii
landfill, trucking to Pu'uanahulu and/or off-island disposal. The Kona-Kohala Chamber of
Commerce does not support bringing refuse from East Hawaii to this side of the island.
In light of this information the Kona-Kohala Chamber of Commerce supports approval of
Resolution 551-08 that permits the County to proceed with contracting with Wheelabrator to
determine the final capital and operating costs of the project so a well-informed decision can
be made at the appropriate time.
