Dear Chair Ford and Members of the Committee,
I want to express my appreciation to the the County for funding the Waimea Traffic Circulation
Study and the release of the Final Report of the study. The County of Hawaii Annual Report for
Fiscal Year (FY) 2006-2007 stated that:
The findings from this study confirmed the need for the Lalamilo and Parker Ranch
Connectors to provide alternative routes so duet all traffic does not have to flow thmugh
the existing bottleneck at the Lindsey Road intersection. The study also recommended
other improvements (e.g., selective widening of Mamalahoa [Highway) and initiation of
an intra-Waimea shuttle bus service) and traffic control measures (e.g., left turn
restrictions) that can be done in the short-tens.
I understand that implementation of certain of the recommendations of the study cannot occur
until one or more environmental assessments (EAs) are completed, but that implementation of
other recommendations can begin immediately- I also understand that Parker Ranch has agreed
to implement some of the recommendations, that approximately $9.5 million from the 2004
County bond issue is currently available, that an additional $2.85 million is requested in the
County capital budget for the coming year, and that $30 million is programmed in the County
capital budget for FY 2009-2010 for funding of other recommendations.
I am, therefore, in support of the subject resolution that calls for the County to (1) immediately
begin the EA work needed to confirm the feasibility of the projects that require EAs, (2)
implement at least two of the other short-term recommendations before September I, 2008, and
(3) submit within 30 days of a detailed list of starting dates and proposed work tasks for all of the
projects that the County plans to implement to relieve traffic congestion in Waimea.
1 make this request not only for Waimea residents but for others who must travel through
Waimea to get to work and back to their families.
