The Happy Homes community is currently landlocked and has no public access into their subdivision. Funds for this project will come from the Clerk-Council Services Contingency Relief account (Council District 3 Contingency Relief funds). As per Article 10, Section 10-6 of the Hawaii County Charter, your recommendations to the proposed amendment will be greatly appreciated.
