Re: Operating Budget
The County Council recently adopted Resolution No. 585-08, No. 586-08, No. 587-08, No. 613-
08, and No. 618-08 which transferred $20,000, $15,000, $15,000, $14,000, and $15,000
respectively, from the Clerk-Council Services Contingency Relief account to the General Fund's
Transfer to the Housing Fund. These funds are to be given to the Office for Social Ministry's
Mobile Care Health Project.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the funds
into separate district (District 1, 6, 7, 8, and 9) accounts for the Office for Social Ministry's Mobile
Care Health Project.
Since the monies have already been approved for transfer to the Housing Fund, the Office of
Housing and Community Development would like to request a waiver from the Finance
Committee and to have this bill heard at the Council meeting scheduled for May 7, 2008.
If there are any questions, please do not hesitate to call the Office of Housing and Community
Development.

A. REQUEST:
Amend Ordinance 07-82, the Operating Budget, to appropriate funds that were transferred, by resolution,
from the Council contingency relief funds to the Housing Fund. The bill is needed to appropriate the funds
from the Housing fund to the proper expenditure account.
$15,000.00 for the Mobile Care Health Project-District 1(Office for Social Ministry) - 152.461.5466.42-115
$20,000.00 for the Mobile Care Health Project-District 7(Office for Social Ministry) - 152.461.5466.44-115
$15,000.00 for the Mobile Care Health Project-District 9(Office for Social Ministry) - 152.461.5466.45-115
$15,000.00 for the Mobile Care Health Project-District 6(Office for Social Ministry) - 152.461.5466.43-115
$14,000.00 for the Mobile Care Health Project-District 8(Office for Social Ministry) - 152.461.5466.46-115

account to the Housing Fund. The OHCD now needs to amend Ord 07-82. This action will appropriate the funds into an account so
the OHCD can contract and expend the funds to the Office for Social Ministry-Mobile Care Health Project.
Since the Resolutions were approved by the Council , the OHCD requests a waiver from Finance Committee and to have this bill heard at

Re: Bill No. 298 An Ordinance To Amend Ordinance No. 07-82, As Amended, The
Operating Budget For The County Of Hawaii For The Fiscal Year Ending June 30,2008.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance
for placement on its future agenda.
