STATE OF HAWAII
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S)
WHEREAS, in an effort to combat the growing graffiti problem in our community, the
Hilo Downtown Improvement Association ("DIA"), in conjunction with Hilo Crime Stoppers,
has announced the launching of a "Graffiti Tipster" reward program; and
WHEREAS, the Hilo Crime Stoppers program will set the criteria, handle all reports of
graffiti crime, and determine who qualifies for the "Graffiti Tipster" reward; and
WHEREAS, the DIA plans to offer monetary rewards of $200 to individuals providing
information that lead to the arrest and conviction of graffiti criminals; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Hawaii Police Department to be used to promote the Graffiti Tipster program; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Police Chief and the Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
