Dear Councilor Yagong,
I am very concerned with the Air Force's proposal to establish the C-17 training route over the Island,
particularly because this action would violate two federal laws.
First, the Noise Pollution and Abatement Act of 1972 (Noise Control Act of 1972, 92-574, 86 Stat.
1234,42 U.S.C. § 4901 - 42_U.S.C. ~ 4918) directs all federal agencies to comply with applicable
federal, state, interstate, and municipal noise control regulations. According to my information, the
loudness of a C-17 at 300 feet would be in excess of 130 decibels (the threshold of pain) and 115
decibels at 500 feet (htip://nonoise.org/epa/Roll18/ro1118doc3.pdf), in excess of applicable standards.
Noise this severe can cause health problems to humans and can also decrease property values. The
DOH statute says that 70 decibels cannot be exceeded for more than 20% of any 20 minute period. This
standard will have to be proved for the Air Force to carry out this action. I suspect they have a pretty
good idea how loud these planes will be and they will be willing to fly at some altitude at which they
will meet the standard, and are asking for 300 feet as a ruse.
Also, the Endangered Species Act requires federal agencies to ensure that any action by them is not
likely to adversely effect and jeopardize the future of an endangered species. Given that the training
route passes over the slopes of Mauna Kea, Hualalai, and Mauna Loa, a handful of endangered species
could be affected including the I'o, Akepa, Hawaiian Creeper, Palila, and Hoary Bat. Loud noises can
affect nesting and foraging behavior of wildlife as well as domesticated animals, including cattle.
Please take a stand Monday and let the Air Force know that this activity is not welcome.
