RESOLUTION NO. 6~2 ~~
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S).
WHEREAS, the Kona Community Development Plan (CDP) is nearly complete with
recommendations identifying specific follow-up plans, studies, public facilities, and
infrastructure ("Funding Needs"); and
WHEREAS, a public facilities financing plan ("Financing Plan") is needed to match
potential funding sources to the Funding Needs so that the CDP does not become just a wish list;
and
WHEREAS, recognizing that the Funding Needs may exceed what can be afforded, the
Financing Plan would identify alternative, innovative, funding methods and recommend a
prioritization system; and
WHEREAS, the Financing Plan would be the first of its kind in this County and a useful
pilot test for potential applicability to other CDPs; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Planning Department, in combination with existing funds budgeted, to retain a special tax
consultant to prepare a financing plan for the North and South Kona Community Development
Plan; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Planning Director and the Director of Finance and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
