A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Hawaii County Economic Opportunity Council ("HCEOC")
provides a multitude of critical services, island-wide, for senior citizens, disabled citizens and
other disadvantaged citizens of all ages; and
WHEREAS, amongst these services, HCEOC provides point-to-point transportation
for low-income elderly living in off-highway communities where there are no services for
public transit; and
WHEREAS, HCEOC also provides curbside handi-lift pick-up for disabled, wheel-
chair bound individuals and dialysis patients; and
WHEREAS, HCEOC provides transportation services to Head Start children in West
Hawaii; and
WHEREAS, anticipated appropriated funds from the State of Hawaii for the current
fiscal year will not be realized, thereby causing a shortfall in program revenues; and
WHEREAS, this shortfall will cause termination of essential transportation services
provided by HCEOC throughout each district within our County; and
WHEREAS, due to the exigent nature of the circumstances, council funds will be
used as a grant to alleviate this emergency situation which will affect citizens in the entire
County; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the following amount is hereby transfened/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Mass Transit Administrator and Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
