Shoulder excavation and paving of portions of Waikoloa Road are included in this project. Draft 2 increases the amount of the bill, per the attached memo. ARAKAKI, COUNCIL CHAIRMAN AND COUNCILMEMBERS HAWAII COUNTY COUNCIL HILO, HAWAII SUBJECT: CAPITAL BUDGET - BILL 214 (DRAFT 2) Waikoloa Road Shoulder Improvements Mamalahoa Highway to Paniolo Avenue (Various Locations) In order to be eligible for Federal ISTEA funding, we needed to submit our PS&E (Plans, Specifications and Estimates) package to the State DOT for review before April 1, 1998. We did submitted our PS&E package before the deadline. However, during the review process, they required us to increase the shoulder width from six (6) to eight (8) feet. Rather than reducing the length of the project, we are asking for additional funds to maintain the project's original scope of work. The change increases the total estimated construction cost by $300,000 to $1,500,000 of which $1,200,000 is the federal share and $300,000 is the County's share. The State and the Federal Highway Administration have already earmarked $1,240,000 for design and construction if the County can provide its share.
