I-and I hope you as well-support this charter amendment and a citizen's right to direct democracy. So, please let the voters decide in November about the Article XI-Initiative and Referendum by your voting "Yes" on Bill 257, Draft 2. More changes to Draft 2 are not necessary. Donald, I realize you are probably already aware of this, but just to recap, some of the changes to Article XI are: 1. Uses the name, date of birth, and the last four digits of the social security number to verify signatures. 2. That the total of qualified signatures is 15% of the voters who voted in the last mayoral election. 3. The ballot question is written by the petitioners committee. 4. The petition circulaters need to sign a statement but not get the petitions notarized. 5. Defines when the measure becomes law. 6. The chronological order of the new amendment. 7. That a non-vote has no effect on the issue. 8. That there be a 2/3 vote of the county council to change the measure passed by initiative or referendum within 3 years. To recap, Donald please pass Bill 257 and put it on the ballot to let citizens decide in November of 2008, rv 0 a Mahalo and Aloha, Peter © °f Z Peter Heffron rV Best Practice Planning 95 West Naauao Street Hilo, Hawai'I 96720 3 Telephone: 934-0527 Email: peter.heffron@gmail.com Comm.
