I hope you will vote in favor of Bill 257, Draft 2. This is a bill that will benefit the citizens in every councilman's district. Citizens should not have unnecessary roadblocks placed in their path to prevent their signatures from counting such as needing to get the petitions notarized or giving too much personal information that will put them at risk of identity theft. A person who doesn't vote on an issue had no opinion and if uninformed on the issue, did not want to vote yes or no to influence the decision. Why should a non-vote count as a vote? Once the citizens mount a petition campaign to get something on the ballot and vote on it, why should the mayor be allowed to change that? This is an abuse of power that can be tempered by only the council's having the mandate to change something. At least they can be held accountable by their constituents. We have already seen the mess that was made of a previous petition when the previous County Clerk chose to omit something. This is indeed best left to the Petitioner's committee. In short, I can see nothing in the proposed changes to Article XI that a councilman who puts his constituents first would not vote for.
