Aloha Council members-
0 Please LET VOTERS DECIDE IN NOVEMBER about Article XI-Initiative and Referendum-
Bill 257, Draft 2 -DO NOT make any MORE CHANGE!
• Vote YES!! ON Bill 257, Draft 3 PUT THIS MEASURE ON THE BALLOT and let citizens
decide.
WE SUPPORT this charter amendment and a citizen's right to direct democracy.
Some of the changes to ARTICLE XI are:
1. Uses tine came, the month and day of the birthdate and the last four digits of the social security
number to verify signatures.
2. T'hat the total of qualified signatures is 15% of the voters who voted in the last Mayoral
election. (FYI-Council member Ikeda's amendment changed this from 10% at the 2nd reading-
this makes it harder for citizens to collect signatures to qualify).
2. The ballot question is written by the Petitioners comrnirr....,
4. The petition circulators need to sign a statement but not get the petitions notarized.
5. Defines when the measure becomes law.
6. The chronological order of the new zunendment.
7. That a non-vote has no effect on the issue.
8. This amendment requires there to be a 2/3 vote of the county council to change the measure
Passed by initiative or referendum within 3 years. Why is this important? Because right now the
Mayor has asked the Open Space commission to recommend that the 2% money be used for
maintenance on our parks. This is a betrayal of the voters trust!! When we ran the 2%
cainpaico, we told petition signers that the money was to be used for acquisition only.
PLEASE PASS BILL 257 AND PUT IT ON THE BALLOT TO LET CITIZENS DECIDE in
November of 2008!
