Bill 236, which proposes to open Halsko Street from the Mamalahoa Bypass to Mamalahoa Highway, needs further farrnulation to achieve the objective of smooth traffic flow on Marrtalahos Highway. Opening Haleldi Street now is an invitation to problematic outcoffm. Cars will still crawl through Kainaiiu to get jammed at Halskii Street irdersec lion. cars that avoided Kainaliu to use the bypass will atso'get jammed on Halekii Street before the intersection. The logjam situation will wreak ingress-egress movements for the business and residential communities in the vicinity. Safe driveway access would be exacerbated by the chengs in road classification from a subdirision Toad to a thoroughfare road. The modified geometry of HaMW Sbeetnnd igation as planned is haphazard and needs further analysis even as a test, and certainly more as a permanent connector highway. A better aibemative is a combination of two new alignments (see bade side of sheet). One is to erdend the existing Bypass onto Onouli-Skeet at Konawasne Elementary School. Also, this helps progress to Napoopoo Juneau sooner. The ather is to build a new connector from the Bypass through the yurmlgata property to Mamalahoa Highway. An importartt advardage is that it3ese now needs can be built to connector road safety standards. Another is #md it. flow on Msmalahoa Highway and local circulation can be managed O%cUveby with three for8 two-mile stretch in Keatakelwa.
