To All of the Council Members of the County of Hawai' i
I hereby urge you to uphold Mayor Kim's veto of the anti-smoking bill in County
Parks and other places. The State of Hawaii does not want anyone to stop
smoking as the State tax on tobacco products is 40%, plus the General Excise Tax.
Restricting people from smoking in the open air is severe, since tobacco smoke
dissipates after about ten feet, or less.
If people really want clean air, then all vehicular traffic must be eliminated, along
with the capping of Kilauea volcano. Both are impracticable or even dangerous.
I do, however, agree that there is a serious problem with people leaving their
cigarette butts on the ground. This is a littering issue and already on the law
books. Enforce THAT law. Education of the populace would be a great help, by
putting up signs at the entrances to the parks. I never leave my cigarette butts on
the ground; I always take them with me. And if you cannot enforce the littering
law, how can you hope to enforce an anti-smoking law? Hire about 10,000 new
cops and make criminals out of otherwise law-abiding citizens?
