Dear Curt:
I am aware that there are efforts underway to re-divide the animal
control services contract into east and west Hawaii components. I believe
this action would be a step backward in the progressive efforts to
improve animal welfare for the entire island. As an individual actively
involved in animal welfare issues throughout the Big Island over the last
thirty years and someone who was intimately involved with the
establishment of humane shelter facilities in West Hawaii, I urge you not
to support this division.
Rather than dwell on the numerous misstatementsof facts in the March 23,
1998 memo from Ms. Ginger Towle to Councilman Joe Reynolds, I would
like to commend the West Hawaii Humane Society group on their
educational efforts. Those programs should continue.
In my observations, the present animal control system operating as a
single island-wide entity, is efficiently run and professionally staffed.
The humane movement has moved forward; let's not lose the momentum by
returning to a system that was fraught with divisiveness and
emotionalism that often occurred at the expense of the very animals for
whom the system was set out to care.
