SUBJECT: Resolution for the Hawa4'i County Council
1998 Special Purpose Grant Program
The Office of Housing and Community Development (OHCD)
respectfully requests that the enclosed resolution be waived from
Hawai'i County Housing Agency action and be forwarded directly to
the Hawai'i County Council for action at its meeting on May 6,
1998.
On March 3, 1998, the County was informed that Congress has
directed the U.S. Department of Housing and Urban Development
(HUD) to provide funding from the Economic Development Initiative
(EDI) for the Infrastructure Development Project in Puna pursuant
to the VA-HUD-Independent Agencies Appropriations Act of 1998
(Public Law 105-65).
The proposed project entails the design and construction of a
portion of the emergency access road to connect State Highway 11
with State Highway 130.
HUD has granted a deadline of May 12, 1998, for submittal of the
application forms and certifications.
The OHCD respectfully requests that this item be considered at
the Council meeting of May 6, 1998.

1998 SPECIAL PURPOSE GRANT APPLICATION
INFRASTRUCTURE DEVELOPMENT IN PUNA, HAWAII
PROJECT DESCRIPTION
The County of Hawaii proposes to fund improvements for an emergency access road that would
connect State Highway 11 to State Highway 130, passing through the Hawaiian Acres and
Ainaloa Subdivisions in Puna, Hawaii. (See attached location map)
1. Economic, social, or physical need addressed by the project: The primary purpose of
the project is to provide police, fire, and other emergency vehicles an alternative access to
lower Puna. Currently lower Puna is served by only one access road. A major fire or
volcanic eruption could cut off thousands of residents.

The project will be completed in 2 phases. The first phase will utilize the $500,000 of
SPG and $1,000,000 of County funds to complete 8 Road and F Road. The County is
currently seeking funds of $1,000,000 to complete Phase 2, which involves Ainaloa Blvd.
3. Entity responsible for implementing the project: The County of Hawaii's Office of
Housing & Community Development (OHCD) along with the County of Hawaii'
Department of Public Works will be responsible for the implementation of the project and
compliance with the Special Purpose Grant requirements.
The OHCD is responsible for the Community Development Block Grant, HOME
Investment Partnership, and Emergency Shelter Grant Programs and is familiar with the
federal requirements. In addition, the OHCD is currently implementing HUD's Special
Purpose Grant from fiscal year 1995. The County of Hawaii was awarded $1.6 million
for the Hamakua Affordable Housing Project. The County has spent 98% of the funds
and has complied with Part 85, OMB Circular A-87, the audit requirements of A-133,
Part 58 Environmental Requirements, and other applicable federal regulations. The last
payment request for $17,482 is expected in April, 1998 and the County will close the
grant by May, 1998.
The County of Hawaii has been working on the Infrastructure Development project and
working with the Puna community since 1992. Norman Olesen, Executive Assistant will
be the project coordinator and implement and manage the construction activities.

Pursuant to Section 1 (e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written approval is submitted in regards to Resolution No.2557" relating to the
1998 Special Purpose Grant Program, waiving said referral from the Hawaii County Housing
Agency, in order that appropriate action can be taken by the Council at its next meeting.
