SUBJECT : ADDRESSING YOUR COMMUNITY'S FLOOD PROBLEMS
A GUIDE FOR ELECTED OFFICIALS
Enclosed is a copy of "Addressing Your Community's Flood Problems," which we received from our
State National Flood Insurance Program (NFIP) Coordinator. We transmit this to highlight the
seriousness of proper flood plain management.
There are approximately 3200 flood insurance policies in the County of Hawaii, equaling to premiums of
approximately $1,240,000. Besides this, we have experienced more than twenty repetitive flood losses
over the years. If we can reduce this repetitive loss claims and continue the progress of public
awareness, we can reduce the unnecessary expenditures of tax payers' monies.
We are presently in hard economic times, and in the rush for more development, especially affordable
housing, subdivisions and businesses, some pay little attention to the potential flooding problems that
may exist or be generated by a development. With the unusual weather conditions, causing no rainfall
runoff problems, we forget our primary responsibility of mitigating potential runoff problems. Providing
for flood control is necessary, which at times is seen as an impediment to development, rather than an
impact of development for which we must account.
We solicit your support to help us be pro-active in preventing or mitigating flooding problems.
Education and awareness of the flood plain management program are the cornerstones of making
informed decisions that affect our communities.
