Re: Operating Budget
Enclosed is a bill for an ordinance to appropriate $30,000 from the Highway
Fund Fund Balance to transfer to the Parking Meter Fund. Due to the current
moratorium of feeding the downtown parking meters, the Parking Meter Fund
will have inadequate receipts to cover expenditures.

A. REQUEST:
Request appropriation of $30,000 from Highway Fund Balance be transferred to Parking Meter
Fund. Request that those funds then be used to supplement the Parking Meter Receipts account
number 3403.21.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Due to the current moratorium on charging downtown parking meter fees, the Parking Meter
Fund will not have adequate funds to cover expenditures for this fiscal year. We calculate a
shortfall of approximately $30,000. Approximately 65% of the parking meters served by this
division are for on-street parking. For that reason it is deemed appropriate to use Highway Funds
to subsidize the operation.
