Dear Chairman Arakaki and Members:
Pursuant to Section 3-12 of the Hawaii County Charter, I am
returning to you Bill 229, Draft 2 unsigned, but not disapproved, so
that it may become effective without my signature.
While I do not oppose either term limits or four year terms for the
Council, I believe that any effort to reform the Council election
process should be complete, and include provision for non-partisan
elections.
I also fear that because of the way Bill 229 is structured, in the
year 2004, we will have a Council whose membership will be almost
entirely new and inexperienced.
Such an occurrence will not be beneficial to the County, and almost
inevitability will result in a distortion of the dynamic balance
between the legislative and executive branches.
