Re: Resolution Creating 3 Fire Radio Dispatcher II Positions
Enclosed is a resolution to create 3 Fire Radio Dispatcher II, SR-17 positions.
With more responsibilities being added to the workload of the dispatcher
positions, protocols required expanding the time spent per call, and the
increasing number of calls for 911, the inadequate number of dispatcher
positions is detrimental to the personnel as well as the operations of the
communications section.
If there are any questions, please do not hesitate to call the Fire Department.

A. REQUEST:
To create three (3) Fire Radio Dispatcher II positions. By
creating these positions, we will finally realize adequate
staffing in our Communications Division where fire and medical
emergencies are received and units (fire/medical) are
dispatched to the incident.
B. BACKGROUND & JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Fire Dispatch is manned 24 hours a day by three 8-hour shifts.
Several years ago, the minimum number of Fire dispatchers on
duty per 8-hour shift was increased from one dispatcher to
two. This was due to the increasing number of emergency
calls. No corresponding increase in the total number of
dispatchers was realized. Increasing the minimum staffing to
two per shift resulted in less personnel available to cover
leaves and increased overtime hours needed to man the Fire
dispatch. This increase of overtime has a negative impact on
our personnel and our operations.
Fire dispatchers now use Emergency Medical Dispatching (EMD)
protocols. These protocols include providing callers "pre-
arrival instructions." These protocols increase the time
required when interfacing with the caller during emergency
medical calls.
Fire dispatchers now use Flight Following protocols. These
protocols are mandated by the FAA when -our aeromedical
helicopter is dispatched to emergencies and transport
patients. These protocols require more dispatcher time.
We are in the process of installing a Computer Aided Dispatch
System (CADS); however, we still will need the additional
personnel to function within this system.

Discussions have taken place to consider a combined Fire and
Police dispatch; however, additional personnel are still
required to function within this system.
Fire dispatching has evolved into a complex undertaking
requiring only specially trained and experienced personnel.
The ever-growing demands and complexity of our services has
become too great to continue with present staffing.

RE: Attached Resolution Creating Three (3) Fire Radio Dispatcher 11 Positions
Pursuant to Section I(e) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawaii, this written approval is submitted in regards to Resolution No. 262 , creating
three (3) Fire Radio Dispatcher 11 positions, waiving said resolution from the Committee on
Finance in order that appropriate action can be taken by the Council.
In reviewing the contents of the referral, it is deemed advisable that such a waiver be granted.
