Re: Operating Budget
Enclosed is a bill for an ordinance appropriating $5,000 donated by GTE for the
purchase of fence materials for the Kahei Park Project in North Kohala. The
Department of Parks & Recreation is in the process of acquiring the State land
and will maintain the facility after its completion.
The department would like this bill to go directly to the Council meeting
scheduled on May 6, 1998.
If there are any questions, please do not hesitate to call the Department of
Parks & Recreation. /

A. REQUEST:
To increase $5,000 in revenue account 3607.00 CONTRIBUTION FROM PRIVATE SOURCE
To create an account and appropriate the $5,000 to expend funds as follows;
PARKS & RECREATION - PARKS MAINTENANCE - KAHEI PARK PROJECT
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A donation of $5,000 was received from GTE to purchase fence material for the Kahei Park Project in
North Kohala.
Richard Carvalho, a community volunteer is coordinating the development of a community park with
County, State, and Private resources.
Parks and Recreation is in the process of acquiring the State land, and will maintain the facility after its
completion.
Council Action is necessary to accept and appropriate funds to start development of the park.

RE: Bill for an Ordinance Appropriating $5,000 Donated by GTE
Pursuant to Section I (e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written approval is submitted in regards to Bill No.? g n, relating an ordinance
appropriating $5,000 donated by GTE for the purchase of fence materials for the Kahei Park
Project, waiving said referral from the Hawaii County Housing Agency, in order that appropriate
action can be taken by the Council at its next meeting.
In reviewing the contents of the referral, it is deemed advisable that such waiver be granted.
