March 20, 1998

t

C -i
Honorable James Y. Arakaki, Chairman
County Council
25 Aupuni Street
Hilo, Hawaii 96720
Re: Kealakekua Development Corporation
Kealakekua Ranch Lands
Change of Zone No. (REZ 798) Ordinance No. 95-70

Dear Chairman Arakaki:

My Name is Kent Nakashima and I am speaking in favor of the application submitted by
Kealakekua Development Corporation for their change of zone extension.
I have attended several infonnational meetings regarding the above captioned project and
have found their presentations to be very well conceived. It is pleasing to learn that they will be
developing only a small portion of the land which they control while at the same time, they will
be preserving or managing the larger forest area which in turn will retain the natural environment
of the vicinity. Elsewhere, most large land owners are harvesting exotic woods and clearing
huge areas for cattle grazing which perhaps may give them a better tax position. They have
mentioned that they will be involved with Integrated Pest Management which will lower the use
of toxic chemicals on the Island. This system is nature-friendly and will be an added plus for the
project.

The "Target" area concept of the fairway design will be an interesting approach in
developing the golf course. This system has been extensively used in the Southwest to preserve
the natural resources of the area. By using this system, the developer will not only preserve the
natural surroundings but it will also improve one's game by stressing more accuracy.

Again, I support Kealakekua Development Corporation's project and hope you consider
their Change of Zone extension .

Sincerely,

44,/ 1-Z~
Kent Nakashima

QQMW No. IR 22, /o
l% 1j.,__7_ t4 6 KN
3W Tot Presented pc

oaf.
