Your Committee on Finance, to which was referred Resolution No. 10-03, reports as lollows:
Resolution No. 10-03, transmitted by Director of Finance William 'Takaba, via Communication
No. 6, dated November 12, 3002, authorizes the Oftice of the Mayor to enter into an agreement
with the State of Hawaii. Hawaii Community College for its Rural Development Project to
support the Hawaii County Resource Center.
The Hawaii Community College Rural Development Project receives Federal funding for its
program and its goals to empower rural communities, to access and acquire leadership skills and
to develop community capacity building by identifying training and support lilt ecoiuunic and
business development.
This partnership with the County of Hawai'i's Department of Research and Development will
assist organizations in addressing economic development from acommunity-based perspective.
A Memorandum of Understanding will provide the County of I lawai'i~s Department of Research
and Development with needed computer equipment office Furniture, office equipment and
supplies for its I lawai'i County Resource Center.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any iLnds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 10-03
and recommends its adoption.
