Your Committee on Finance, to which was refel-red Resolution No. 14-0;, reports as Ibllows:
Resolution No. 14-03, transmittedjointl~-with Bill No. 10 by Director of Finance William
Takaba, via Communication No. 26, dated December 2, 2002, authorizes the Office of the Mayor
to enter into an agreement with the I lawai'i State 1{mcrgency Response Commission (HSI~:KC)
and State Civil Defense to update the emergency response plan of the Hawaii County Local
Emergency Planning Committee (HCLEPC).
As authorized by the Hawaii Revised Statutes, Section 12RF-5, the County of Hawaii has
established a Local Emergency Planning Committee (LF,PC) to plan and set policy regarding
potential problems involved with hazardous materials.
'The total cost of the project is anticipated to be $31?00 to evaluate and update the I lazard
assessment portion of the 1ICLI?PC plan that will provide an assessment of emergency response
capabilities for hazardous materials releases. The HSERC approved that funding of which
twenty percent (20%) or $6,240 shall he provided by the HSIiRC and eighty percent IRO°io) or
$24,960 shall be provided by the Department of Transportation Hazardous Materials Emergency
Preparedness Planning Grant through the State Civil Defense. 7~hcse funds will be administered
by the Firc Department.
Pursuant to Section ~6-7. I Iawai'i Revised Statutes, count} departments must ohtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to an}' of the powers granted by law to furnish, expend and recei~r any funds
or other assistance in connection with projects hcing or to be undertaken pursuam to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 1d-03
and recommends its adoption.
