I ~-0 Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on I~inunce. to which was referred Resolution No. 15-0;. reports as follows: Resolution No. 15-03, transmitted jointly with [3ill No. 11 by Director of Finance William Takaba, via Communication No. 27, dated December 2, 2002, authori~~es the Office of the Mayor to enter into an agreement with the State of f lawai' i DeparUncnt of Human Services. Office of Youth Services for a'fitle V .Iuvenile Delinquency Prevention Program grant. The U.S. Department of Justice, through the Stale of Hawaii Department of Human Services Office of Youth Services, has authorised a $103,550 grant to the Off ice of the Prosecuting Attorney to create or expand prevention program(s) that address juvenile delinquency risk factors idcntilied in the Hawaii County comprehensive strategic plan for juvenile justice. 'fhe grant is based on the premise that preventing delinquent behavior is more cost-effective in reducing juvenile crime than rehabilitation of adjudicated youth. Pursuant to Section 46-7. Hawaii Revised Statutes. county departments must obtain the consent of the council to enter into agreements with the federal or state governn~ients respecting action to be taken pursuant to any of the powers granted by law to furnish. expend and receive any funds or other assistance in connection with prgjects hcing or to he undertaken pursuant to those povv~ers. During its discussion, Your Committee learned that the $96,470 in the Miscellaneous Contractual Services accounts will be subcontracted out through a Request for Proposals process. FC RtPOKf NO. 9 Some Members of Your Conunittee were concerned that the agreement should have been signed, dated and returned to the County by November 15, 2002. Prosecuting Attorney .lay Kimura said this would not be a problem, as the State Advisory Commission on Juvenile.Iustice has approved the allocation of the funds primaril} hccause Ilawai'i County does have a comprehensive strategy plan.
