Your Committee on Finance, to which was referred Resolution No. 16-03, reports as killow~s:
Resolution No. 16-03, transmitted jointly with Bill No. 12 by Director of Finance
William Takaba, via Communication No. 28, dated December 2. 2002, authorizes the Office of
the Mayor to enter into an agreement with the United States of America through the l ~.5.
Department of,lustice, Office of Community Oriented Policing Services (('OPS) for a ('OPS
Technology grant.
fhe U.S. Department of.Iustice, Office of COPS has authorized a $150.000 grant to the Hawaii
County Police Department for equipment and training to improve the computer capabilities
within the dispatch section. 'i'he computer upgrade should provide for more rapid responses to
requests for police or emergency assistance.
Pursuant to Section 46-7. Hawaii Revised Statutes- county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 16-03
and recommends its adoption.
