Your Committee on Finance. to which was referred Resolution No. 18-03, reports as follows:
Resolution No. 18-03, transmitted jointly with Bill No. 15 by Director of Finance
William l~akaba, via Communication No. 31, dated December 4.3003. auUnrrizes the Office of
the Mayor to enter into an agreement with the Srltc of I lawai'i DeparUrent of the Attorney
General Crime Prevention and Justice Assistance Division for a Victim Services Coordinator
grant.
The State of Hawaii Department of the Attorney (iaieral, Crime Prevention and Justice
Assistance Division has authorized a $34,000 grant to the Police Department for a Victim
Services Coordinator to service the on-going needs of victims from domestic violence/sexual
assault while their cases remain under investigation. 'i'bis program and the hiring of a Victim
Services Coordinator in the Police Department provide amuch-needed link between the victim
and the police, which is currently missing.
Pursuant to Section 46-7. I iawai`i Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to am' ofthe powers granted br' law to furnish, expend and receive any funds
or other assistance in connection with projects being or to he undertaken pursuant to those
powers.
Your Committee learned that the Prosecuting Attorncy~s grant for Victim/Witness Assistance
Program is not the same as the subject grant.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 1 K-03
and recommends its adoption.
