Your Committee on Finance, to which was referred Bill No. 7, reports as follows:
Bill No. 7, transmitted by Director of Finance William Takaba, via Communication No. 23.
dated December 2. 2002, amends Ordinance No. 02-77, as amended, the Capital Budget. ending
June 30.2003, by adding the following project:
PUBLIC WORKS:
Bridge Inspection and Appraisals 110-399-5399.99 $53.OOp
Fiords for this project shall be provided from federal grants receivables and will be used to
conduct field inspection for County of Hawaii bridge in question. As part of the gFFalitications
for obtaining Federal Highway funds for roadway and bridge repairs and construction, the
County of Hawaii is required to maintain aCounty-wide bridge inspection program of
125 bridges.
Some members of Your Committee requested the following information from Public Works.
Engineering Division: 1) How did the department determine the amount needed; 2) Why is there
no appropriation shown on the Financial Impact Statement for futw~c fiscal years; and 3) Why
was the appropriation included in the Capital Budget lather than the Operating Budget.
Information is needed prior to the next Council meeting.
For information purposes. Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 7 and
recommends it pass first reading.
