No. 02-76, as amended. the Operating Budget, ending June 3Q_ 2003. l~he amendment is as
follows:

These funds will be used to create or expand prevention program(s) that address jucenilc
delinquency risk factors identified in the Hawaii Count} comprehensive strategic plan Ibr
juvenile.justicc. The grant is based on the premise that preventing delinquent behavior is more
cost-effective in reducingjuvenile crime than rehabilitation of adjudicated south.
Pursuant to Section 46-7, l Iawai'i Revised Statutes and Section 13-13(b), Hawaii Count)
Charter, the Mayor is herob}~ authorised to apply tor, receive and expend the funds tier the
Juvenile Delinquency Prevention program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 1 I and
recommends it pass first reading.
