l he Fund Balance will be distributed to the following accounts:
• Clerical Services Center Salary & Wages account- funds are requested to till a
presently unfunded position in the Clerical Service Center. Due to increased
workload because of the recent reactivation of the Family Violence Advisors
Committee, the Pedestrian and Bicycle Safety Committer, and the proposed
continuation of Cost of Government Commission. the Clerk II I position is necessary
to provide support services and perform other off ice duties.
• Real Property Tax OCE -The fteul Property lax Division has incurred unanticipated
maintenance costs for its new assessmrnt_ billing and collections software. While
much of the costs will be covered by cuts to other areas, additional funds arc
necessary to execute the maintenance contract.
• Collective Bargaining Expense ~ Funding needed to supplement the costs of interest
arbitration for bargaining unit 11 (firefighters) and unit 12 (Police Officers).
Health and Safety OCE -Funding is needed to contract a trainer to provide 30-hour
outreach safety training programs fbr County employees. which includes a mandatory
safety and health training curriculum.
• Police Administration O('E-Due to the dilapidation of the Driver License Section's
Office in Kona, funds are to he used towards the rental of a new office site at the
Kona Center.
• Mo`oheau Bus Terminal -Funds to be used towards a management contract with the
Hilo Downtown Improvement Association (DIA) to operate an Intilrmation Center at
the Mo'oheau Bus'I~erminal.
Your Committee heard testimony in lavor to the measure from Stew Hussey and Da~~id Pahmer
of the DIA Funding Partnership in regards to the Mo'oheau Bus Terminal.
For informational purposes. Mr. 'T'yler voted kanalua then no.
Your Committee on Finanec is in accord with the purpose and intent of Bill No. Id and
recommends it pass first reading.
