Your Committee on Public Works and Intergovernmental Relations. to which was referred
Communication No. 10 and attached Resolution No. 11-03, reports as fi~llows:
Commw~ication No. 10, from Dennis K. W. Lce. PF:, Director of the Public Works Department, dated
November 14. 2002, transmits the above resolution ibr consideration by the Council.
Resolution No. I I -03 authorizes the Mayor to enter into a Cooperating Technical Partner Agreement with the
Federal Emergency Management Agency (FEMA) for the South Kohala area. According to the resolution, the
County of Hawaii participates in FEMA's National Flood Insurance Program. In accordance with this program.
the agreement authorized by Resolution No.l 1-03 will allow for the updating of kood hazard data and the
Digital Flood Insurance Rate Map IDFIRM) for the South Kohala area.
During discussion. Kelly (iomes from the Engineering Division. Department of Public Works answered
yucstions about the history and intent of this agreement According to Mr. (iomes. the former chief engineer
selected the site of the program, South Kohala. because the area experienced flooding in 1994. Further, he
explained that the County of Hawaii has received a $300,000 grant to implement this project to date. The
project contract is expected to be awarded through the bidding process and completed betbre the September 30.
?004 deadline. He also intbrmed committee members that the site selected was not final and could be changed
by the new Director of the Public Works Department.
A motion to defer Resolution No. 11-03 failed. pursuant to Council Rulc No. I Z, 10. as a result of a 4 (ayes) and
2 (noes) vote. The original motion ibr approval was brought to the Moor fbr consideration again. For
informational purposes. Councilmember Ty Icr voted kanalua times two.
Your Committee is in accordance with the purpose and intent of Resolution No. 1 I-Oi and recommends its
adoption.
