Your Committee on Planning, to which was referred Rill No. 1, by Mayor I tarry Kim per
Communication No. 16. dated November 18, 2002, regarding the Planning Director initiated
amendment relating to the proposed Saddle Road,'I~MK: 2-5-1, 2-5-?_ ?-5-i, 2-5-5> and 2-6-62.
reports as follows:
Rill No. I amends Section 25-H-33 (City of Hilo Zone Map). Article R, Chapter 2? (Coning
Code) of the Hawaii County Code by deleting a portion of the proposed Saddle Road 120-foot
wide right-oGway alignment between Kaumana Iistates Subdivision and Kaumana City
Subdivision. 'I~he State Uepartment of"l~ransportation and the County~s Department of Public
Works reassessed the original proposed 120-fool right-off=way alignment_ and in August 1999.
identitied a new 120-foot Saddle Road right-of-way alignment. which is located further south of
the original alignment. The newly identified alignment would prevent the tra~~ersing of several
of the residential parcels and/or existing dwellings within the Kaumana f~states Subdivision. and
in some cases, the removal of more than one half of the land area.
The City of Hilo 7.one Map. adopted by the Board of Supervisors on December 26. 19GR.
delineated the proposed 120-foot wide Saddle Road-Puainako Street extension right-of=way as
par[ of the roadway networks and circulation systems.
The Hilo Community Development Plan. adopted by the Planning Commission in Ma} 197>.
indicates that the Saddle Road provides thetrans-island transportation facility connecting Milo to
West Hawaii.
The proposed 2002 General Plan identifies the new 120-foot right-of-way alignment in the
Facilities Maps.
Committee Member Curtis l~yler noted that the new alignment did not include any metes and
bounds.
Your Committee did not entertain any discussion on this measure.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the amendment. Based on the above. it is
reasonable and fair to the public and to the private property owners to delete the proposed Saddle
Road 120-toot right-of-way alignment between Kaumana [istates Subdivision and Kaumana City
Subdivision, as reflected on the City of Hilo Zone Map.
