Your Committee on Planning, to which was referred Communication No. 81 transmitted b}~
Mayor Harry Kim dated December 23, ?002, reports as follows:
Communication No. 81 recommends the appointment of the following individuals to the 1 lawaii
County Board of Appeals:
Mr. Yalta A. Cook, a Republican, will rcprescnt Council District 2, and serve a term to
expire on December 31, 2007.
Mr. Cook, a 35-year resident of I lawaii, is the owner-attorney of the I,aw Ofliccs utValta
A. Cook. He is a member of the South Hilo Rotary Club, the Hawaii Concert Society.
the American Cancer Societe, the I Iawai'i County Bar Association, and a lormcr member
of the Lehua .laycees.
Mr. Hugo Coutandin, of no political aftiliation, will rcprescnt Council District ?. and
serve a term to expire on December 31.2007.
Mr. Coutandin, a 28 year resident of I lawaii, is a retired employee of the U.S.
Department of Housing and Urban Development He screed as a former Mayor's
Representative to West Hawaii, an Alu Like consultant and a firestone Family
Consultant He also served on the State of l lawaii Tax Board of Appeals.
Pursuant to Section 5-63 of the f lawaii County Charter. the mayor shall appoint members of the
Board of Appeals to be continued by the Council, as prescribed in Section 13-4 of the Hawaii
County Charter.
Your C hair and Committee Member Gar}' Satarik spoke in favor of his appointment.
Your Committee did not entertain further discussion on the appointments.
