Your Committee on Planning, to which was relerred Communication No. 104 transmitted by
Mayor Harry Kim dated January 9, 2003, reports as follows:
Communication No. 104 recommends the appointment of the following individual to the Hawaii
County Planning Commission:
Mr. Hill P. Thibadcau. of no political atiiliation, will he representing Council District ~,
and serving a term to capire on December 31.2007.
Mr. Thibadcau, a 49-year resident of I Iawaii, is retired Isom Hilo 'll'ansportation and
"Germinal Company where he served as president and director. He currently serves as
Vice-Chair of the County of Hawaii Civil Service Commission. Ile formerly served on
the County 7~ax Board of Review. Police Commission. and the State Commission of
I~ransportation, and others.
Pursuant to Section 5-4.3 of the I Iawaii County Charter. the mayor shall appoint members of the
Planning Commission to be confirmed by the Council, as prescribed in Section 1 i-4 of the
Hawaii County Charter.
Your Committee did not entertain any discussion on the appointment.
Your Committee on Planning recommends the approval of the appointment of
Mr. Bill P. Thibadcau to the I Iawaii County Planning Commission .
