North Kona, I lawai'i ~hMK: 7-5-10: portion of 52 and portion of 65, reports as follotis: Bill No. 38 amends the State [,and Use Boundaries Map, H-7 for the County of Hawaii, by changing the district classification for approximately 10.02 acres of land from an agricultural to an Urban zoned district. The somewhat trapezoidal-shaped subject property, owned in toe by the applicants and CI.BcD One. LLC. is located adjacent to Kealoha and Kona Heights Subdivisions at the north end of Melelina Street approximately a half mile east of the Queen Kaahumanu l lighway I:xtcnsion. Ii also lies south and adjacent to the bend in the Hienaloli Drainage Way. "fhe Weltons own Lot 4 of Portion 52 and 65, which is R.971 acres in size. and CL&D Onc, LLC owns Lot 5 of Portion 52 and 65, which is 6.063 acres in size. Lots 4 and 5 were created in a previous subdivision action, which was approved in January 2002. Under SUB 7434, approximately 51 acres were divided into 6 lots ranging from 14.533 acres to 5.386 acres in size. The applicant would like to subdivide the property into 17 single family residential parcels each consisting of approximatel} 30.000 square sect They also plan to prohibit Ohana dwellings, and install underground utilities. The General Plan designation is for Urban Expansion, which allows for a mix of high density, medium density, low density, industrial and/or open designations where new settlements may be desirable. but where the spccitic settlement pattern and mix of uses have not yet been determined. The Kona Regional Plan encourages residential uses up to a maximum density of 4 units per acre. 'hhc subject property is located outside the study area of theKeahole to Kailua Development Plan, and the Master Plan for Kailua Kona. The property is not located within the Special Management area. I~here are several developed residential subdivisions immediately south and west of the subject property. Properties immediately to the east and north are caned A-5a and A-la. Approximately 8,000 square Peet of the northeastern tip oFproposed Lot 4 lies in the AE~; Hood zone, which corresponds to the ono-hundred year ~loodplain. Access to the subject property is from Melelina Street which connects to Nani Kailua Drip c via Queen Kaahumanu Highway. Melelina Street is a 50 toot wide County road with an approsimatc 36 foot wide pavement with concrete curbs. gutters and sidewalks. Your Committee did not entertain any discussion on this measure. Your Committee concurs wide the Planning Commission and the Planning Director fbr recommending a Favorable consideration f'or the State Land Use Boundary Amendment reyucst, which would result in an appropriate land use pattern that will Further benefit die public.
