Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 41, transmiltcd jointly with Bill No. 42 by Mayor I Iarry Kim per Communication No. 98, dated December 31, 2002, regarding the State Land l Ise Boundary Amendment request by Dennis Young, at Kalaoa 4'~'_ North Kona. Hawaii "fMK: 7-3-10: 29, reports as tbllows: Bill No. 41 amends the State band Use Boundaries Map, 11-7 for the County of Hawaii, by changing the district classification for approximately 8.256 acres of land from an Agricultural to an Urban zoned district. fhe irregular-shaped subject propcrty_ owned in fee by the applicant and Della dcRochenumt, is located west of Mamalahoa Highway at the north end ofAhiahi Street, and bordered by Kona Coastview Subdivision to the north and Kona Palisades Subdivision to the south. I~he applicant is seeking to subdivide the property into six lots ranging in size from 15,00(1 square tee to approximately 1.5 acres. All six lots will have access through an extension of Ahiahi Strret to the adjoining Kona Palisades Subdivision located to the south. ~fhc extension of Ahiahi Street will he privately maintained with 16 feet of pavement and 2 t~xri wide shoulders within a 50 toot wide right-of-way. If required to be dedicated by the County, the cost of these roadways shall be credited to the applicant's fair share assessment. When the lots arc sold. the decd covenants will include language prohibiting the construction of ohana dwellings. "I~he I.UPAG Map designation is Urban I~:xpansion, which allows a mix of high density, medium density, low density, industrial and/or open designations in areas where new settlements may be desirable, but where the specific scttlcanent pattern and mis of uses hate not yet been determined. Under the Keahole to Kailua Development Plan, the project site and its surrounding area arc identified as an existing residential area which is included in the Residential Expansion area. The Kona Regional Plan recommends the project area for residential uses at a density of four units per acre. Phis recommended land use is consistent with a current RS-10 zoning designation, a higher density than what is being requested. The property is not situated within the Special Management Arca. It is located approximately three miles from the nearest coastline. Communication 98 Bill 41 Page 2 I~he subject property is located in Zone "X'~, an area determined to be outside the 500-year flood plain. Access to the subject property will be From Ahiahi Street. 'fhe applicant's original intentions were to build this extension to private roadway standards, but the Planning Director recommended that it be built to Counrytiedicable standards and dedicated to the County prior to the issuance of Final Subdivision Approval. Committee Member Robert Jacobson stated that he favors this project, but would like to sec a connection to the adjoining subdivisions. Other Committee members explained that because Mr. Young does not own the piece of property adjacent to the roadway in the next subdivision, a connection cannot be made. Sidney Fuke, representative for the applicant, explained that in the future should the neighboring landowner come in to rezone his property, perhaps a connection can be done. Your Committee did not entertain further discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the State Land Use Boundary Amendment request. which would result in an appropriate land use pattern that will further heneiit the public. Your Committee on Planning is in accord with the intent and purpose of Bill No. 4L and recommends it pass first reading.
