Your Committee on Finance. to which was referred Resolution No. 21-03, reports as follows:
Resolution No. 21-03. transmitted ,jointly with Bill No. 20 by Director of Finance
William Takaba, via Communication No. 51, dated December 10. 200'_', authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Transportation for
an Alcohol Reconstructionist grant.
The State of Hawaii Department of'IYansportation, Public Affairs Office -Safe Conununit}'
Program has authorized a $24,000 grant to the 1 lawai'i County Police Department to hire a
traffic crash reconstruction espert, who will assist in at least twelve fatal collision investigations.
"Chic will improve the required information suhmitted to the Department of'IYansportation's
Fatal Analysis Reporting System.
Pursuant to Section 46-7, Hawaii Revised Statutes. county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with pro,jccts being or to he undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 21-03
and recommends its adoption.
