Your Committee nn Finance, to which was referred Resolution No. 24-03. reports as filllows:
Resolution No. 24-03, transmitted jointly with Bill No. 28 by Director of Finance
William Takaba, via Communication No. 61, dated December 17. 2002, authorizes the Office of
the Mayor to enter into an agreement with the State of I lawai'i Department of "IYansportation.
Public Affairs Office -Safe Community Program for a Project IMPA(°f grant.
Fhe State of Hawaii Department of Transportation, Public A17airs Ofticc --Safe Community
Program has authorized a $x},340 grant to the Police Department for a Project IMPACI~ program
to purchase equipment and supplies to educate: the community on the IMPACT (Incorporating
Measures to Prevent Alcohol C onsumptio^ b} Teens) program. The goals of this program are to
reduce alcohol consumption by youths in our comnumih and to increase awareness be parents.

Pursuant to Section 46-7. ltawai'i Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
he taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance iu connection with projects being or to he undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 2a-03
and recommends its adoption.
