Your Committee on Finance, to which was retorted Resolution No. 30-03, reports as follows:
Resolution No. 30-03, transmitted by Director of Finance William ~fakaba_ via Communication No. 6R.
dated December 26. 2003, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for amulti-year contract for services of scrap metal and vehicle disposal.
The Department of Environmental Management wishes to enter into a 10-y car contract for services of
scrap metal and vehicle disposal. Funds world be budgeted in future fiscal years to cover the
anticipated costs.
Through research of the industry, it has been determined that a 10-year contract will provide die best
opportunity for cost-effective scrap metal and vehicle disposal operations. With a 10-year contract the
estimated cost could be as low as $60 to $80 a ton.
E3arbara Bell Director of Department of I{nvironmental Management has informed Your Committee that
the Request of Proposal has been advertised but the process has not been completed.
Some members of Your Committee were concerned over the length of the contract and requested a cost
differential fora 3-year or 5-year contract. Information is needed prior to the next Council meeting.
Pursuant to Section 10-11, Hawaii County Charter. any contract lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year must be approved by resolution.
For informational purposes, Mr. ~fyler toted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 30-0> and
recommends its adoption.
