No. 02-76, as amended, the Operating Budget, ending June 30, 2003. The amendment is as

These funds from the U.S. Department of.lustice, through the State of I Iawai'i Department of
Transportation, Public Affairs Office -Safe Community Program will he used to hire a traffic
crash reconstruction expert. who will assist in at least twelve fatal collision investigations within
the Hawaii County Police Department.
Pursuant to Section 46-7. I lawai`i Rcviscd Statutes, and Section li-I3(h). Hawaii County
Charter, the bill authorizes the Mayor to apply tor, receive and expend the funds for the Alcohol
Reconstructionist program. '
Your Committee on Finance is in accord with the purpose and intent of Bill No. 20 and
recommends it pass first reading.
