Your Committee on Finance, to which was referred Bill No. 29, reports as R>llows:
Bill No. 39, transmitted jointly with Resolution No. 25-03 by Director of Finance
William Takaba, via Communication No. 62-dated December 17, ?002, amends Ordinance
No. 02-76, as amended, the Operating Budget, ending June 30- 2003. l~he amendment is as
follows:

These funds from the State of Hawaii Department of Transportation. Public Affairs Oftice -
Safe Convnunity Program will be used by the Police Department to purchase equipment to
improve the quality of the alcohol and speed related fatal traffic crash investigations by obtaining
the necessary tools and training to record. document, evaluate, process, and investigate crime
scenes and the evidence.
Pursuant to Section 46-7, I lawai'i Revised Statutes, and Section 13-13(b). Hawaii County
Charter, the bill authorizes the Mayor to apply for, receive and expend the funds for a
Equipment/Training program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 29 and
recommends it pass first reading.
