William "Fakaba, via Communication No. 66. dated December 17, 2003, amends Ordinance
No. 02-76, as amended. the Operating Budget, ending June 30. 2003. Che amendment is as
follows:

'Chew funds from the State of I Iawai'i Department of Transportation, Public A1lairs Office -
Safe Community Program will be used by the Police Department to purchase a surveillance
camera to videotape illegal activities by teenagers and young adults for use in prosecution. in
intelligence, and in public education prc~jccis.
Pursuant to Section 46-7, Flawai'i Revised Statutes. and Section 13-13(b), I Iawai'i County
Charter, the bill authorizes the Mayor to apply tor, receive and expend the funds for an Under 21
Surveillance program.
Some members of Your Committee were concerned ova'thc high cost of equipment and the
right of confidentiality oFtcenageoffenders.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 31 and
recommends it pass tirst reading.
